There is a team (I think is the Debian Security team) that must be
notified of this, the decision of using the embedded copy of the
library.
The reason is that if some one finds a security bug in the library,
embedded copies must be updated individually and manually.

things a little bit differently.
Since the rules override was because of the debian library and since
this library doesn't work anymore (incompatibility) I dropped
everything from debian/rules, the CPP flags have been merged
upstream, the man page command too and the libraries are already
correctly handled in the Makefile.
the rules/build is now
"dh_make
make man"
and nothing more.
I also added this bug reference in changelog and uploaded on mentors
[1].
I offer myself in comaintaing the package if needed, I would like to
take care of it
