The renaming was actually from clamd.conf in 0.97 to clamd.conf.sample in 0.98, so the dpkg error "The new file /usr/share/doc/clamav-base/examples/clamd.conf does not exist!"
does not make much sense, as this is the *old* file.
On the system in question, /etc/clamav/clamd.conf has been modified, and I have 'clamav-base/debconf: false'.
