I'm using
GRUB_DISABLE_SUBMENU="y"
with 2.02~beta2-7, and it works.
I haven't tried with "true"; maybe there's an inconsistency with the
other options?
The info file says:
If this option is set to 'y',
so it seems to work as documented.
