But what if your system was configured to restart some service *both*
with monit and systemd (this can be e.g. a default for this
particular service)?  That's not a theory, it's a real-life case
for another distribution:

Except for above misunderstanding, do you have any proofs of that
"abusing for no reason"?

I don't like your CLA for same reason as
the Canonical CLA (btw, one reason why upstart now going to death).
But I'll send you any patches for Debian package, as long as submitter
is ok with your CLA.

I want to maintain this package.  But you are always welcomed
here - just ask for membership in
https://alioth.debian.org/projects/collab-maint/
and then add something useful in the git repo.

If you think that I'm not doing my job well - please
tell Debian QA team or release managers.  In general, any DD
can revoke upload permissions for DM.
