Actually the latter file contains both GPL and GFDL declarations.
I asked upstream for clarification:

There was no reply, yay...
GPL and GFDL are not compatible, so it might be that the result is
not distributable. If this is the case, then maybe the wheezy-ignore tag
should not have been added.
