I unfortunately lacked the time to report this problem until this weekend. However, 0.99.2 was released on Friday. This appears to have eliminated the "horizon" effect. A fix committed hours before the release perfectly described the other router I mentioned, where ospfd merely crashed rather than behaving improperly. Again, installing 0.99.2 eliminated the crashes I was getting with 0.99.1. I would consider this bug closed when 0.99.2 is released.
