Two parts to the response:

cp does preserve acl's, but you need to use -p (just as you would to
preserve permissions).

cp does not preserve user-defined ea's, by design. It's not clear to me
that doing so would be a good idea, because we don't know if all of the
attributes *should* be preserved.
