I find the “package has metadata but no tests” confusing. The package
certainly has tests, it's just (if I understand correctly) adt-run
can't run any of them in the current setup.
please report a bug against autopkgtest for this bit.

Also, I'm not sure if “fail” is the correct status in this case.
sure. it's in the debci TODO list to differentiate between all possible
non-zero exit codes of adt-run.
