Dear Maintainer,

Building the Debian source package should not require any of the build
dependencies, since only the “clean” target is invoked.

But ‘pybuild’ invokes ‘python{version}-dbg ./setup.py clean’, which will
fail if the Python debug intepreter is not installed.

The “clean” target should not require the debug interpreters at all, so the
‘python{version}-dbg’ command shouldn't be used for the “clean” action.
