This is certainly not a bug but a configuration issue on your side.

Please make sure your primary user is member of the group "scanner"
and you haven't messed up your udev rules which set the proper
permissions for the device file of the scanner in /dev properly.

The device files of your scanner should be visible below

        /dev/bus/usb/<bus>/<device>

where <bus> and <device> is the tuple retrieved from scanimage -L
or sane-find-scanner.

"getfacl *" should return "group:scanner:rw-" for at least one of
the files in this directory.

If that doesn't help and you can really isolate this as a bug in
SANE, you may re-open this bug report. Closing for now.
