it is even more worse. After removing the package it breaks dpkg to
install/upgrade/uninstall any packages. As a workaround you have to
manually disable/remove the old config file
/etc/dpkg/dpkg.cfg.d/needrestart.

I've improved the upstream config template to handle this issue
gracefully:
