What about merging the Scala packaging team with the Java packaging one?
This is only a guess, but I would say that these are the teams with the biggest
intersection (if the Scala team were to be merged with others) and given that we
even reached the situation of having scala removed from testing, I would say
that this proposal doesn't sound that absurd.
