I know how to enter this character, and I tried it as well as 是, 要,
and 真, but none worked.  I am using the minibuffer prompt, though.
If I turn off the minibuffer prompt in favor of the small dialog box,
then at least I could select "是(Y)" using arrow keys and Enter or the
mouse, but still no keyboard shortcut worked.

I claim that most zh_TW users would expect Y and N to be the keyboard
shortcuts, rather than any other characters or no shortcut at all.
