Automatic builds of skimage have been failing because its build dependencies formally favor the nonexistent python3-imaging package over python3-pil, and Debian's autobuilders only consider the former for the sake of reproducibility. Please specifically build-depend on python3-pil; I'd suggest doing the same for python-pil, or at least favoring it over python-imaging.
