(I'm not a maintainer for deborphan or hdfview or any other package;
I'm just a random bystander with an idea for a fix.)

As far as deborphan can be expected to know, that's correct: hdfview
declares itself to be in "Section: libs", and a runtime library
package that no other installed software depends on is a valid
suggestion for removal.
If hdfview exists to provide users with a utility for viewing
Hierarchical Data Format files then it should declare itself to be in
some other Section. I'm guessing "Section: science" would be more
appropriate, but Joachim might have a better idea.
