Dear Maintainer,

   * What led up to the situation?
When on systemd, status returns Active running, when config file is set to 
disable Shorewall.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?
Turned off shorewall with /etc/default/shorewall startup=0 and systemctl 
restart shorewall.service .

   * What was the outcome of this action?
For some reason systemd thinks shorewall is just fine.

   * What outcome did you expect instead?
systemd status would show failed or dead.
