as far as i can see, you took the opensuse script and modified it a bit
for debian. that's not what this is about:

we'll need a *proper* mechanism with a conf.d directory that allows in
an deployment friendly way to manage different cgroup configs at the
same time.

i haven't yet thought all out on how to do it best, but sticking with
the old legacy initscript is certainly not the way to go (which is
excatly why we're not shipping them by default anymore).

i hope to get at some point to it and add a proper, systemd-compliant
initscript machinery for this, but don't hold your breath for the time
being, it could take a while.
