This is a known problem in that simply an SONAME isn't enough to declare the proper relationship against SQLite and Subversion upstream took the tack of requiring the same version it was built against. Debian currently has a patch that relaxes that to the same major version, but even that dependency can be too strong as seen here. Upstream subversion has relaxed this requirement in 1.8.x, which we should hopefully be able to upload in the somewhat near future.
