I am sorry, but I believe the release team disagree with your assertion here in general. Should you believe elfutils to be an exceptional case, then I am willing to hear your arguments (please CC debian-release@l.d.o). However, in that case, I will at the very least insist that you will ensure that elfutils is built on all architectures on every upload /in a timely fashion/ - for reference, I consider 20 days to be unacceptable.
