Even if they are risks to run php-fpm as root, they are situations where you need to do it. There is a proposed upstream patch addressing this need: http://git.php.net/?p=php-src.git;a=commit;h=06c7c3674b5e205023de7a150d29d78c313143f8 It could be interesting to merge it in wheezy version.
