This is, well, lets say, little information you provide. I further recommend you to ask for help on the gnupg mailing list. Sounds like the program you run uses a very old gpgme interface. Please add at least some kind of source code to reproduce the issue, or a strace or anything else you might find useful (source code might be really good: initialization and the code, where it actually fails).
