I have the same issue with workrave in XFCE 4.10 in Ubuntu 13.04. Increasing the Maximum icon size for items in the Notification Area also worked for me. However, I had to increase the size further. It works when I increase the size to 40px, which also happens to be the Row Size of the panel.
