I'm packaging a new upstream version of ICU. I've studied the copyright cases, and in most cases the copyright holders listed are not mentioned in any copyright files, and in all cases, the copyrights are also listed as IBM. Generally the other copyright holder has an earlier copyright.
Based on that and the other arguments that I've made, I believe there is no issue of ICU being non-free, so I'm closing this bug with the upload of the new upstream version, which still has to go through a transition, and before that, through NEW.
