thanks for your report. There was a bug in needrestart: it was
validating the -r parameter but it has ignored it during the restart
handling. It (has) always used the value from the configuration file.
I've fixed it upstream. There are some issues (Bug#721810 and others) on
my TODO before releasing 0.3 - stay tuned.
