the interface to associate NMs to AMs need to be redone, with a less fancy and more useful/straightforward approach. First of all, there should be no dependency on debtags.debian.net being up. It's ok if tags are completely gone from that interface. It should list, for each am, all the non-held active processes, so that one can give a preference to AMs who are currently inactive instead of overloading those who are already processing applicants. It is ok to assign one NM at a time. The assignment page could simply be a link from the Process page.
