It looks like linux-base needs to be re-uploaded (it's arch:all, so binNMUs won't help). http://release.debian.org/transitions/html/perl5.18.html apparently only covers dependencies on 'perl' not 'perlapi-5.14.2' so it seems to be understating the size of this transition.
