I recently became aware of being able to install headers in an architecture-specific location and improved my understanding of how to use Multi-Arch: foreign as part of this process. I'm not sure exactly how I missed this the first time around. In any case, I now believe I can complete the conversion of the tiff packages to multi-arch.
