I managed to use lio_node to successfully remove the lun:
# lio_node --dellun iqn.2003-01.org.linux-iscsi.server01.x8664:sn.083f7c9e8233 
1 0
> Successfully deleted iSCSI Target Logical Unit

I then was able to remove /backstores/fileio/test using targetcli:
/> cd /backstores/fileio/
/backstores/fileio> delete test
Deleted storage object test.
ls /

  o- backstores

 [...]
  | o- fileio 
..................................................................................................
