What changes do you have in mind here? Really, this needs to be solved within the initramfs generators, afaics. Latest dracut releases have support / are designed to run systemd in the initramfs. If initramfs-tools can be changed to utilize systemd, I honestly don't know. I just think you are talking to the wrong people here.
