binfmt snippets are both installed in /usr/lib/binfmt.d/ and /etc/binfmt.d/. So only checking in /etc is wrong. As for applying changes on package install: A deb-systemd-invoke start systemd-binfmt.service does not suffice, since that service is typically running on a systemd system, so it would just be a no-op in most cases. Also, we already have an established mechanism with binfmt-support. Any efforts in that regard should be considering that. I'm not convinced, that we need to address this right now. binfmt-support works as it is.
