A routine upgrade include apel 10.8+0.20120427-3 which caused
all installed emacs upgrades to fail.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

What WAS effective was downgrading apel manually to 10.8+0.20120427-1 via
wget 
http://ftp.us.debian.org/debian/pool/main/a/apel/apel_10.8%2b0.20120427-1_all.deb

   * What was the outcome of this action?

With apel 10.8+0.20120427-3 all emacs upgrades failed resulting in broken 
packages.

   * What outcome did you expect instead?

The magic of apt to Just Work :)
