The trick is, you mention the specific bug number in the changelog
entry as "(closes: #710532)".  That automatically marks the bug as
"done" when the version with that changelog reaches the repositories:

"http://www.debian.org/doc/manuals/developers-reference/pkgs.html#upload-bugfix";

The alternative way of doing it, available to random users like me, is
to send a control message like the above (assuming I've got the syntax
right) declaring the bug "fixed".  It would also be possible to close
the bug by mailing "710532-d...@bugs.debian.org", but that may be
restricted to package maintainers - I've never tried it.
