Hi!

I am hit by this bug:

This triggers this bug in PHP:
 https://bugs.php.net/bug.php?id=54538

But it also affects any reverse dependency.

Here is a simple C program to test. If it returns "Got NaN", there is
a problem.

This has been fixed in icu 49. This is also fixed by the patch
attached to the second bug.
