Thanks for pointing this out.
I searched and found reference to CMDLINE_OPTS in the changelog:
3.2 Version:
...
o Added $CMDLINE_OPTS substitution to install commands.
However, I could not find reference to this variable in any of the other
documentation. I wish that the variable would be documented on the
modprobe.conf(5) man page.
