The correct way to fix this bug is not to build libpng or zlib.
They are not used by the Debian version of Perl-Tk (the system shared
lib versions are used instead).
The attached patch accomplishes this.

We don't use it in the Debian version of perl-tk
and it doesn't build properly on Multiarch systems
