Control: severity -1 important

Indeed, I've been getting various complaints about this.

The current situation is:

  man-db/testing + less/testing
    Breaks relationship, so not coinstallable

  man-db/testing + less/unstable
    works

  man-db/unstable + less/testing
    works

  man-db/unstable + less/unstable
    coinstallable, but cosmetic flaw

As such, it seems a clear improvement to let less into testing so that
the very common case of coinstalling man-db and less works again, so I'm
downgrading this to important.  We still need less >= 457 to fix the
cosmetic flaw; if that is uploaded in the next day or two we may manage
to minimise the exposure of users of testing to that flaw.
