It should include all the firmware files listed in the module info (modinfo -F firmware) for all modules included in the initramfs, if they exist. If you also upgraded firmware-iwlwifi recently, in what order did you upgrade that and initramfs-tools and the kernel? Did update-initramfs warn that this file was missing? (All the packages of firmware for Ethernet hardware do trigger an initramfs rebuild, but firmware-iwlwifi does not because the iwlwifi drivers are not normally included in an initramfs.)
