I have briefly looked into it.  I wonder if it is possible to merge
squid-deb-proxy.conf with the out of the box squid.conf.  Perhaps only
by putting the relevant lines into comments in squid.conf.  Are the
refresh_pattern from below the most importnat?
  I don't know if other solutions to cache debs might be better in
general.

I think the main thing of squid-deb-proxy is its squid-deb-proxy.conf
file.  For reference, the file from the Ubuntu's deb is:
