Of course, the @control email interface allows you to include an
arbitrarily large number of changes in a single mail, even on
different bugs; this is probably encouraged, such as to reduce the
overhead.

Although I believe you are requesting a feature on each bugs'
individual page, a related request is a www-based bug submission form.
Of course, this doesn't even need to be implemented by b.d.o; I could
do it in a minute on j/p.com .. but it wouldn't have the reporting
power (versions, including depend, kernel, architecture, etc) of
/u/b/reportbug, and wouldn't have the low-level feel of
  $(mutt [EMAIL PROTECTED]) :)
