Actually, it breaks stuff.
Example: installing snmpd fails with the following message:
dpkg: error processing snmpd (--configure):
subprocess installed post-installation script returned error exit
status 128
Errors were encountered while processing:
snmpd

As you can see, there is a problem with debconf.
Probably a good reason to raise the severity of this bug.
