process-policy doesn't handle accepting both a sourceful upload and a binary-only upload from NEW at the same time: If foo_*_amd64.changes (binary-only) and foo_*_i386.changes (source and binaries) are to be accepted, process-policy will process them in alphabetical order. So the binary-only upload is processed first and gets rejected as the source is not yet present in the target archive. This only happens when the "ACCEPT.*" files are architecture-specific, i.e. in NEW, but not in other policy queues.
