As to why the original installation failed, I do not know, but that is not the subject of this report #701946. It is most likely that the internal error has nothing to do with filesystem in use, and everything to do with apt being perhaps confused about the package in the half-installed (or similar) state, as mentioned earlier. Details about the filesystem in use are more helpful to be made on the other report you filed, concerning the original failure to install emacs23.
