granting permissions to access the netowrk devices, specifically a

I think this is a job for management layer (such as libvirt).
Yes the network setup in qemu is simplistic (see also #572784
and #417930), but the thing is: any "simple" solution we can
provide will be insufficient for many non-managed usage scenarios.
So we deliberately do NOT provide fancy networking support, --
non-experienced users will use management layers such as libvirt,
and more experienced users will set up their own network the way
they want it.

Tagging this as wontfix for now.
