Hi,

it seems that dh_buildinfo already has almost all information required
to fill the Built-Using header
(http://www.debian.org/doc/debian-policy/ch-relationships.html#s-built-using).
All needed is to lookup the source package name and version for all the
build dependendencies, and put that in a substvar. I guess essential
packages ought to be omitted then.

This would be an overapproximation to what is really required in the
header field, but it would be correct and the least work for the
maintainers. The only downside of over-approximation is that the archive
might have to keep hold of a few more source packages that actually
required, I guess that is acceptable.

Support for this feature here could help with #699329 and #699330.
