This is true.

Although you're right that packaging 8 as a separate package would
reduce the risk of upgrade problems for people using some configurations
including cryptlinks, it would also introduce some more. It would mean
that we would still have an abandoned release branch in Debian, with the
associated risks that carries; it would increase the maintenance overhead
for the Debian maintainer(s) (and bear in mind that I recently adopted
this package after a substantial period of it not being maintained so
I am particularly nervous about this part); and it would also break
the simple upgrade case where people are using it as a simple standalone
server with its default configuration (I don't know what the breakdown
of users in Debian is like, but there will be at least some of these).

My current thinking has been to add a Debconf question when upgrading
from 7 to 8 to advise people of the most critical issues with migrating
and give them the option of aborting the upgrade (and advice on how
resolve the issues).
