Variable not defined, nor in $ENV{}, in shell or in perl. I don't see
it as worth adding a dependency on libfile-basedir-perl for this.
svn-buildpackage doesn't create this file.
It may well be preferable to drop support for conf files in $HOME
for svn-buildpackage. I see no use for them anymore.
Nothing is going to happen on this until after the Wheezy release and
if there's no further feedback to this bug by then, I'll simply drop
the support for conf files outside the SVN checkout itself.
