Works fine for new installations. /root/.odbc.ini is still being created during some upgrade paths, but I'm not sure how or whether this should be fixed at all. And this is definitively caused by the maintainer scripts in the old package versions. So please file an odbcinst bug and upload to unstable. Thanks.
