This won't happen before (in order): a) Wheezy is released b) all the packages in Debian using the private libpoppler are fixed to compile with 0.20 (currently in experimental) c) there is a transition to introduce poppler 0.20 in unstable d) poppler 0.20 migrates to testing (possibly 0.22 or whatever is the latest stable serie will be pushed to experimental right after c) is done) It takes already some time to have packages compiling (and possibly working) with a new version of the private libpoppler, and with 0.22 there will be few more failures with it. -- Pino Toscano
