The behavior described sounds like a software firewall doing TCP
tarpitting. However, our mirror does not use a software firewall, and
nothing in our IPv6 network infrastructure should be causing the
reported behavior.

I solicited the participation of a few others with IPv6-networked
systems and all were able to successfully interact with our IPv6
Debian mirror.
