Yeah, that's probably fine. grub-mkrescue is pretty much useless without xorriso, but it's completely reasonable to install grub-common without having any intention of using grub-mkrescue, so Suggests is probably more appropriate than Recommends, particularly if pre-made images are already available in the grub-rescue-pc package.
